Court of Appeal Mulls Over Practical Implementation of its Directions (Media Release 24 Oct 2016)
Aljunied-Hougang Town Council (AHTC) and Pasir Ris-Punggol Town Council (PRPTC) attended a hearing before the Court of Appeal on 24 October 2016 regarding the practical implementation of its directions on 18 August 2016 that PRPTC’s accountants, PwC, have access to AHTC’s documents that had relevance to Punggol East Constituency.
PRPTC took issue with AHTC over the pace of progress of providing documents and information to PwC. AHTC updated the Court on what it had been doing since 18 August 2016 to provide information to and meeting with PwC. AHTC also highlighted the progress of meetings between AHTC’s accountants, KPMG, and PwC, in keeping with the Court’s direction for the accounting firms to talk to one another. AHTC also explained to the Court its concerns about the confidentiality of certain information on transactions that did not pertain specifically to Punggol East Constituency.
The Court of Appeal has reserved its decision and is expected to issue its directions in a few days’ time.
Meanwhile, AHTC and KPMG continue to work to finalise KPMG’s extensive past payments report, which would cover AHTC’s payment transactions from May 2011 to November 2015. This report is expected to be released around 31 October 2016, and would include a review of transactions involving Punggol East Constituency for the period May 2013 to November 2015.
