Town Council’s Statement on Neighbourbood Renewal Program (NRP) at Eunos Spring

The Aljunied-Hougang Town Council has received media queries relating to the Neighbourbood Renewal Program (NRP) at Eunos Spring.

The Neighbourhood Renewal Program is a 100% government-funded upgrading exercise.  The NRP voting is a consensus gathering exercise and not a secret ballot, a practice that is common to all Town Councils in Singapore. Residents cast their votes, and a post-consensus gathering report is submitted to the HDB. It details the number of units in each eligible block and the number of individuals who responded “yes” or “no”.

The NRP upgrading for Eunos Spring was originally polled in April 2011 by the former Aljunied Town Council. That exercise secured less than 50% approval. The Aljunied-Hougang Town Council worked together with the NRP Working Committee that included local RC representatives and HDB officers from late 2011 to early 2012 in a second attempt to bring the upgrading project to Eunos Spring.

The HDB allocated about $400,000 to the Aljunied-Hougang Town Council for polling and consensus gathering for the Eunos Spring NRP. The introduction of a lucky draw was one part of a larger strategy to address the lacklustre interest in the original polling exercise in April 2011, and to encourage residents to come out and cast their votes in favour of upgrading. Feedback from the original polling exercise was reviewed and incorporated into the reworked design. In addition, officers from the Town Council went door-to-door to encourage residents to vote in favour of upgrading. The design of a number of facilities and amenities was also reworked so as to encourage residents to vote in favour of upgrading. A colouring competition for children of Eunos Spring and prizes were given away for this as well.

2,768 units were informed of a polling exercise on 11 and 12 August 2012 by way of a 22-page booklet in late July and early August. This booklet made it known that all eligible households who have voted “Yes” in support for the NRP would automatically qualify a lucky draw.

In the final tabulation, 79% voted in favour of the upgrading project, a total of 2,188 households.

We look forward to working with the HDB to deliver the NRP to the residents of Eunos Spring over the next few years.
